Judy Barrasso, Shaun McFall, and Aaron Steeg secured a major appellate victory for the New Orleans City Council from Louisiana Fourth Circuit Court of Appeal. The district court had issued a writ of mandamus compelling the City Council to vote in favor of a critically flawed five-year, $73-million City contract, but a unanimous Fourth Circuit reversed, adopting the firm’s argument that voting is an act of legislative discretion that courts cannot compel by writ of mandamus.
